Page updated April 28, 2025What makes a healthy unit? Why do we care? If we can't measure it we can not know when we are making progress towards having stronger units. Having positive scores on the various unit metrics will increase the chances of scouting in each unit having the best experience possible while we assure the delivery of the Scouting program in a consistent way across units. The National Commissioner Service Team has identified a few metrics, and we will be following a few more with the goal of making our units as strong and as healthy as possible.
Our prinary focus for now is only on Packs and TroopsNational metrics:
Sufficient size of the unit (yes/no): The minimum sizes are 20 for a Pack, 12 for a Troop, and 7 for our older youth programs
Positive year-to-year growth (yes, no) or being a large unit
Key 2 trained (unit leader and committee chair): (yes/no)
Any Rank Advancement within the previous 12 months. (yes/no)
Outdoor Activities
Retention (only National can calculate this correctly)
GTC metrics:
National Metrics plus
Sufficient adults to run the program (10 for Packs, 6 for Troops) (yes/no)
Details on Summer Program Attendance, which programs used and what percentage of youth attending
Actual size and percentage membership growth.
Unit Pin Refreshed on BeAScout (months since changing)
Presence of an assigned unit commissioner (yes / no, name of UC)

Units should use council-provided camps for both Cub Scout and Scouts BSA programs. This report shows which units use and do not use BSA facilities to enhance their scouts' experience. This data includes in- and out-of-council experiences at Cub Scout Day Camp, Cub Scout Resident Camp, and Scouts BSA Resident Camp.
